Victoria Nuland

Victoria Jane Nuland (born 1961) is a career diplomat in the United States Foreign Service. In January 2021 the Biden junta announced the nomination of Nuland as “undersecretary of state for political affairs”—the third-highest ranking post at the State Department. It was Nuland who hatched the plan to fire Ukraine's top prosecutor who was investigating the corrupt activities of Joe Biden's son, Hunter Biden.[1]

She previously held important positions in the Bill ClintonGeorge W. Bush, and Barack Obama administrations. She is fluent in Russian. She is married to prominent neoconservative ideological theoritician Robert Kagan. Deep State informant Eric Ciaramella was Nuland's White House contact..[2] Nuland worked with Ukrainian neo-Nazis to overthrow the elected government of Ukraine, and came up with the idea of firing the prosecutor investigating Joe Biden's son.

Obama administration

Nuland became special envoy for Conventional Armed Forces in Europe and then became State Department spokesperson in summer 2011.[3] Sometime in the latter half of 2014, Christopher Steele, author of the infamous Steele dossier at the center of the Trump-Russia hoax, began to informally provide reports he had prepared for a private client to the State Department. One of the recipients of the reports was Nuland.[4]

Nuland was involved in crafting the bogus talking points in the cover up of the Benghazi massacre, although the extent of her involvement was not fully revealed to Congressional investigators. Questions did come up in May 2013 when Nuland was nominated to serve as Assistant Secretary of State for European and Eurasian Affairs, covering former Soviet satellite Republics and the Russian Federation. She was sworn in to fill the office in September 2013.

Nuland was involved in misleading the American people about the Benghazi massacre terrorist attack on September 11, 2012, two months before the 2012 presidential election. Glenn Kessler of the Washington Post reported:[5]

Let’s look at the version as of 5:09 p.m. on Sept 14, a Friday, and see the red flags for State:
  • The talking points refer to a “direct assault against the U.S. consulate.”
  • The CIA says it “warned of social media reports calling for a demonstration in front of the Embassy and that jihadists were threatening to break into the Embassy.”
  • The CIA says it “has produced numerous pieces on the threat of extremists in Benghazi and eastern Libya.” It cites “at least five other attacks” against foreign interests and says it “cannot rule out the individuals had previously surveilled [sic] the U.S. facilities.”

The clear implication is that State screwed up, even though internally, it was known that this was a CIA operation. State Department spokeswoman Victoria Nuland especially objects to the reference to previous warnings, saying it “could be abused by members [of Congress] to beat up the State Department for not paying attention to warnings.” Moreover, Nuland had been constrained from saying much about the attack at her daily press briefings, so she was unsure why the agency would suddenly give so much information to members of Congress.

Gen. Michael Flynn as Director of the Defense Intelligence Agency (DIA) oversaw an analysis in 2012 that foresaw the Obama administration's support for Syrian and foreign jihadis would create “a declared or undeclared Salafist principality in eastern Syria," the group that in June 2014 declared itself the Islamic State Caliphate.[6]

The partially declassified report[7] embarrassed the advocates for an escalation of the war in Syria and the ouster of secular President Bashar al-Assad. Flynn went further in a 2015 interview when he said the intelligence was “very clear” that the Obama administration made a “willful decision” to back the jihadists in league with Middle East allies, a choice that looked particularly stupid when Islamic State militants started beheading American hostages and capturing cities in Iraq.[8]

Key neoconservatives, such as Victoria Nuland and Sen. John McCain, began pushing for the violent right-wing coup that in February 2014 ousted Ukraine’s elected President Viktor Yanukovych and touched off the new Cold War with Russia.

Amid these heightened tensions, the mainstream media in the United States and Europe joined in the full-scale Russia/Putin-bashing, holding Russia at fault for everything. A new McCarthyism emerged, deeming anyone who dared disagree a “Moscow surrogate” or a “Russian propagandist.”

The ugliness penetrated into the 2016 presidential election campaign as Hillary Clinton took a belligerent line toward Russia while Donald Trump broke with the Republican establishment and called for improved ties between Washington and Moscow.

After Trump's victory the anti-Russian hysteria gained added strength as Democrats were so angry that liberal and progressive operatives saw a chance to build a movement and raise lots of money by pushing the Trump-Putin accusations.

This opportunism turned much of the liberal/progressive community into a new pro-Cold War constituency, willing to engage in a new breed of McCarthyism, by demanding investigations into any relations between Americans and Russians.[10]

On November 15, 2019 The Epoch Times reported, Nuland Hatched Plan for Biden to Force Firing of Top Ukrainian Prosecutor.[12] Victoria Nuland, who was involved in events connected to the surveillance of the Trump 2016 presidential campaign was directly involved in concocting a plan to have Vice President Joe Biden force the firing of the top prosecutor in Ukraine, by threatening to withhold $1 billion in U.S. loan guarantees, according to the impeachment inquiry testimony of George Kent, a senior State Department official.

Nuland worked with U.S. Ambassador to Ukraine Geoffrey Pyatt in late 2015 to create a plan to force the firing of Ukrainian Prosecutor General Viktor Shokin, according to George Kent.

Nuland was also among a network of Obama administration officials involved in the distribution and recirculation of the infamous Steele dossier, the document used by the FBI to secure a maximally intrusive spy warrant to surveil a Trump-campaign associate.

“My understanding is that the conversations that were near-daily between Ambassador Pyatt and Toria Nuland regarding what to do on the way forward then included pitching the office of the Vice President to push President Poroshenko to remove Shokin,”

Kent told lawmakers on October 15, 2019. Biden carried out Nuland’s plan during a visit to Ukraine in December 2015 and has since bragged, on at least two occasions, about forcing Shokin’s firing by threatening to cut off the loan guarantees. At the time Biden exerted pressure on Ukraine, Shokin was investigating Burisma, the Ukrainian gas giant that was paying Biden’s son Hunter Biden to serve on its board of directors. Poroshenko asked for Shokin’s resignation two months after Biden’s overture.[13]

Nuland told CBS that she received a copy of the Steele dossier in July 2016 and forwarded it to the FBI. She has argued that she did right to forward the dossier to the bureau, but in doing so she helped launder Steele’s allegations by adding credibility to the unverified document in acting as a highly-placed conduit. Between Sept. 26, 2016, and Dec. 10, 2016, Nuland received Russia-related information from Steele via State Department official Jonathan Winer. During these three months, the FBI obtained the secret court warrant to surveil Trump campaign associate Carter Page. In December 2016, Nuland received a briefing about the Steele dossier from David Kramer, a longtime associate of late Sen. John McCain (R-Ariz.). McCain specifically directed Kramer to brief Nuland about the dossier. The extent of Kramer’s outreach lay bare a coordinated plan to widely disseminate the dossier among highly placed officials, lawmakers, and the media. In addition to briefing Nuland, Kramer briefed 17 members of the media, Senior Director for Russian Affairs at the National Security Council Celeste Wallander, Rep. Adam Kinzinger (R-Ill.), and House Speaker Paul Ryan’s chief of staff, Jonathan Burks.

Nuland’s ties to Steele aren’t limited to 2016. Starting as early as June 2014, she received, via Winer, dozens of Steele’s reports on Russia and Ukraine. Notably, she forwarded three of Steele’s reports to Pyatt in November 2015, around the time the pair were planning to force Shokin’s firing.

According to his testimony, George Kent was already aware that Hunter Biden was on Burisma’s board at the time Nuland and Pyatt planned to oust Shokin. Kent learned of Biden’s involvement in the company in early 2015 and became concerned about the appearance of a conflict of interest. In February 2015, Kent raised the issue with Joe Biden’s office. “The message that I recall hearing back was that the vice president’s son Beau was dying of cancer and that there was no further bandwidth to deal with family related issues at that time,” Kent told lawmakers on Oct. 15, 2019.

George Kent learned of Hunter Biden’s position with Burisma shortly after Kent pressed an official at the Ukrainian prosecutor general’s office about the sudden closing in late December 2014 of an investigation of Burisma owner Mykola ZlochevskyKent learned that an official at the office received a $7 million bribe in May 2014 to shutter the Hunter Biden probe. Kent said in his public testimony in the impeachment inquiry on November 14, 2019:

I and other U.S. officials consistently advocated re-instituting a scuttled investigation of Zlochevsky, Burisma’s founder, as well as holding the corrupt prosecutors who closed the case to account,”

George W. Bush administration

Nuland served as the principal deputy foreign policy adviser to Vice President Dick Cheney and beginning in 2005 served as U.S. ambassador to NATO.

Clinton administration

During the Clinton administration, Nuland was chief of staff to Deputy Secretary of State Strobe Talbott before moving on to serve as deputy director for former Soviet Union affairs.

Nuland had an extensive involvement with Clinton-funded Steele dossier.[14]

  • July 5. Steele gives FBI Agent Mike Gaeta a copy of dossier at the offices of Steele’s firm, Orbis in London. Permission was given by Victoria Nuland to meet with Steele. Nuland receives a copy by mid July and passes it to FBI.[18][19]
  • ~6-7 July. First installment of the Steele dossier is shared with Victoria Nuland and passed on to the FBI. Both Paul Manafort and Carter Page are referenced in an early undated Steele dossier memo (page 7).[20] Nuland later says "when [Steele] was doing this other work and became concerned … he passed two to four pages of short points of what he was finding and our immediate reaction to that was, this is not in our purview. This needs to go to the FBI if there is any concern here that one candidate or the election as a whole might be influenced by the Russian Federation. That’s something for the FBI."

2017

Nuland was involved in the Obama State Department’s “urgent” gathering of classified Russia investigation information and disseminating it to members of Congress within hours of Trump taking office.[21]

Post government

Nuland was fired by President Donald Trump on January 26, 2017.

What was going on in Obama’s White House? Eric Ciaramella was close to Barack Obama and many other individuals connected to George Soros. Suspected whistleblower Eric Ciaramella worked in Obama’s White House.

We reported a couple days ago that on September 7, 2016, Eric Ciaramella from the Obama Administration met with a group of individuals that included an Executive from a George Soros connected group. What did they discuss? The meeting included Donald M. Camp, Jessica M. Gray, Baily S. Holladay (Russian Linguist/Analyst, NSA), Michael D. Jarvis, Natalia O. Lassowsky (Ukrainian Linguist/Analyst, NSA), Thomas W. Pucci, Stefanie L. Stagg and Ciaramella.

It appears that the “Michael D. Jarvis” who attended the Eric Ciaramella meeting on September 7, 2016 was and still is the Executive Director of the Transparency and Accountability Initiative (TAI) which is funded by George Soros’ Open Society Foundation.

TAI has a long history with George Soros. According to a 2011 article, the Soros funded Open Society Foundation praised TAI for its work –

One of the areas, on which TAI focuses is anti-corruption. When he worked at the World Bank, Jarvis focused on the oil, gas and mining sectors. It is no secret that Soros was interested in Ukraine’s oil and gas industry and that Obama’s Departments of Justice and State were doing all they could to help him take it over.

It is no secret that George Soros operates through Non-Governmental Organizations (NGO) to influence national policies throughout the world.  It may be that Eric Ciaramella was acting as a coordinator of some Soros-linked efforts in the Ukraine in parallel with U.S. government activities, in particular through the State Department’s U.S. Agency for International Development (USAID).

Here are some more connections with Ciaramella in Obama’s White House –

On March 16, 2016, Eric Ciaramella chaired a meeting of the following interconnected individuals and groups in Room 230B of the Eisenhower Executive Office Building.

  1. Gina Lentine, Program Associate, Europe & Eurasia at Freedom House (many claim is Soros-funded), where she was responsible for media support and civil society programming in Ukraine. Prior to that, Lentine was Program Coordinator, Eurasia Program for Soros’ Open Society Foundations, where she monitored civil society and NGO development in Ukraine.
  2. Alim Aliiev, a Ukrainian and program director of Crimean House, was co-founder of the Crimean Tatar Cultural Center in Lviv, which was funded by the Soros-funded International Renaissance Foundation).
  3. Maria Dahle, based in Norway, is Director of Human Rights House, which is Soros affiliated and funded.
  4. Florian Irminger, from Switzerland, was Head of Advocacy at Human Rights House. He was also Treasurer for the Centre for Civil and Political Rights, which had a partnership with Soros’ Open Society Foundation and ran the joint “Conference on Corruption and its Impact on Human Rights in the Post-Soviet World” in Bern, Switzerland, 26-27 November 2014. On October 31, 2019 Irminger received a Soros Open Societies Foundation New Executives Fund grant ($25,000 to $250,000).
  5. Zoryan Kis, a Project Coordinator at Freedom House in Ukraine and received a $113,000 Soros grant to support LGBT activities.
  6. Tetiana Pechonchyk is chairperson of the ZMINA Human Rights Centre in Ukraine. ZMINA is funded by the Soros-funded International Renaissance Foundation and Freedom House (listed on the ZMINA web site). Pechonchyk is connected to the Human Rights House.
  7. Matthew Schaaf is Freedom House’s Project Director Ukraine and writes for the Soros-funded Open Democracy.
  8. Olga SKRYPNYK is a member of the Crimean Human Rights Group and ZMINA, the latter being funded by Soros and Freedom House.

March 30, 2016 – Eric Ciaramella met David K. Meyer, Foreign Service Officer specializing in relationships with strategic partners including foreign government representatives, domestic and international non-governmental organizations (NGO). The meeting took place in the White House Situation Room suggesting a requirement for secrecy.

April 11, 2016 – Eric Ciaramella met with:

  1. Zselyke Csaky, Freedom House, Research Director for Europe and Eurasia and works on Nations in Transit, Freedom House’s annual survey of democracy from Central Europe to Central Asia
  2. Robert G. Herman, Non-Resident Senior Democracy Fellow at Freedom House specializing in emergency assistance to frontline activists and organizations that have come under threat, and multilateral initiatives.
  3. Nate Schenkkan, Director for Special Research at Freedom House.

April 15, 2016 – Eric Ciaramella met Sara E. Silverstein, assistant professor of history and human rights (for migrants) at the University of Connecticut and Timothy D. Snyder, historian specializing in the history of Central and Eastern Europe at Yale University.

May 6, 2016 – Eric Ciaramella met among others:

  1. Benjamin L. Schmitt, European Energy Security Advisor, U.S. Department of State.
  2. Marguerite B. Rivard, Joint Duty Assignment as EUCOM Branch Chief at US Department of Defense, Office of the Under Secretary for Defense Intelligence (Russian, Ukrainian linguist),

June 1, 2016 – Victoria Nuland has a telephone conversation with George Soros and Yevhen Bystrystky, CEO of the International Renaissance Foundation, a Ukrainian NGO founded by George Soros.

June 2, 2016 – Eric Ciaramella met Yevhen Bystrystky, CEO of the Soros-funded International Renaissance Foundation and Jeffrey L. Goldstein, senior policy analyst for Eurasia at George Soros’ Open Society Foundations, in the Eisenhower Executive Office Building.

June 9, 2016 – Eric Ciaramella met, among others:

  1. Matthew Q. Edwards, Department of Commerce
  2. Alex J. Grohovsky International Economist, Department of the Treasury conducted political and economic analysis on a portfolio covering Ukraine
  3. Jonathan Katz, Director for Ukraine, USAID (who we reported on previously)

It appears the Obama Administration and Ciaramella were involved in efforts to end potential indictments against Soros related entities in the Ukraine.  It’s likely the Obama White House did more than that for super-donor George Soros.
