Victoria Jane Nuland or Toria Nuland (born 1961), also known at various times as the Queen of the Swamp[1] High Preistess of the Security State,[2] Godmother of Color Revolutions, a Bloodthirsty Psychopath,[3] and the Regime Change Cookie Monster, is the chief architect of the anti-democratic Maidan coup which brought the neo-fascist Kyiv regime to power in 2014. She is a career diplomat in the United States Foreign Service. In January 2021 the Biden junta announced the nomination of Nuland as “undersecretary of state for political affairs”—the third-highest ranking post at the State Department and the same position formerly held by American traitor and KGB agent Alger Hiss during the Cold War. It was Nuland who hatched the plan to fire Ukraine's top prosecutor investigating the corrupt activities of Joe Biden's son, Hunter Biden.[4] It was also Nuland who confirmed the existence of American biowarfare labs in Ukraine during a Senate hearing addressing the initial reports.[5]

Journalist Glenn Greenwald has described Nuland as "the living, breathing embodiment of everything that is rotted, deceitful and destructive — not in one of the two political parties, but in the DC ruling class.”

She previously held important positions in the Bill Clinton, George W. Bush, and Barack Obama administrations. She is fluent in Russian. She is married to prominent neoconservative ideological theoretician Robert Kagan. Deep State informant Eric Ciaramella was Nuland's White House contact..[6] Nuland worked with Ukrainian neo-Nazis to overthrow the elected government of Ukraine, and came up with the idea of firing the prosecutor investigating Joe Biden's son.

In August 2023 Nuland was appointed to the number 2 position in the junta's foreign ministry.

Independent Chilean/American journalist and film maker Gonzalo Lira living in Kharkiv said of Nuland,[7]

"Victoria Nuland is a currently the Undersecretary of State for Political Affairs in the United States State Department. She is a career bureaucrat, a career foreign service officer, and she is the woman most responsible for the current war that is going on here in Ukraine. One could argue, as I will argue here, that she directly led to this war. She instigated it, and she manipulated and bullied and cajoled all of the players to get into this war that will result in the destruction of the Ukrainian nation, the scattering of the Ukrainian people, and just misery all around. She is the one responsible. She is why there is a war here in Ukraine....

I'm going to argue that in so far as Victoria Nuland is concerned, because when you start looking into her biography, you realize all kinds of very, very interesting things about her, her background, the hatred and rage that she carries in her heart, which she is expressing by way of this destruction of Ukraine in hopes of ultimately destroying Russia, which is her real aim...

Days later Gonzalo Lira was abducted by the Ukrainian gestapo.

U.S. funded Nazi groups

After posting on March 26 a list of prominent people disappeared or murdered by the Zelensky regime,[9] Gonzalo Lira himself was disappeared from Kharkov.[10]

In 2021 Nuland told fascist dictator Volodymyr Zelensky to appoint Dmytro Yarosh as adviser to the Commander-in-Chief of the Ukrainian army—because no one can fight Russians better than Nazis.[11] Here are the larger units of neo-Nazis, or Banderites which fought Russians in Ukraine:

There are also many other smaller units (more than 30) that have merged with the larger ones, and all have been integrated into the Armed Forces of Ukraine. And the various symbols of these organizations are common-place in Ukraine (i.e., the Sonnenrad, the Totenkopf, the Wolfsangel). After 2014, Ukraine also became the main “exporter” of Nazi ideology throughout the world.

Fighting alongside the neo-Nazis and the Ukrainian army are a slew of jihadis and mercenaries, many of whom are from other Western neo-Nazi groups like the Misanthropic Division. These mercenaries are known as the International Legion of Territorial Defense of Ukraine.

U.S. owned bioweapons labs

On March 8, 2022, Nuland admitted in sworn Senate testimony that the U.S. operates biological and chemical weapons laboratories in Ukraine.[12]

Metabiota, a company financed by Hunter Biden's Rosemont Seneca partnership with the CCP, receives the lion's share of Defense Department funding for its Ukrainian bio labs.[13]

Ukraine has no control over the military bio-laboratories on its own territory. According to the 2005 Agreement between the US Department of Defense (DoD) and the Ministry of Health of Ukraine. The Ukrainian government is prohibited from public disclosure of sensitive information about the US program and Ukraine is obliged to transfer to the US DoD dangerous pathogens for biological research.[14] The Pentagon has been granted access to certain state secrets of Ukraine in connection with the projects under their agreement. The DoD Defense Threat Reduction Agency (DTRA) has funded 11 bio-laboratories in Ukraine.

Among the set of bilateral agreements between the US and Ukraine is the establishment of the Science and Technology Center in Ukraine (STCU) – an international organization funded mainly by the US government which has been accorded diplomatic status. The US personnel in Ukraine work under diplomatic cover. The STCU officially supports projects of scientists previously involved in the Soviet biological weapons program. Over the past 20 years the STCU has invested over $285 million in funding and managing some 1,850 projects of scientists who previously worked on the development of weapons of mass destruction.[15]

Nuland admitted in sworn testimony before the US congress that the United States operated 46 biological laboratories in Ukraine.[16]

One such biological lab contractor is Metabiota, a company financed by Hunter Biden's Rosemont Seneca partnership with the state owned Bank of China. Metabiota was awarded a $18.4 million federal contract under the so-called "Defense Threat Reduction Program" in the former Soviet Republic of Georgia and Ukraine.[17] Metabiota receives the lion's share of funding as a U.S. defense contractor for bio labs in Ukraine.

Captured documents published by Russia claimed the labs were working on biological weapons such as anthrax and plague and that the Pentagon instructed the labs to destroy them in violation of Article 1 of the UN Biological Weapons Convention.[18] Russia released captured U.S. documents indicating that among the work of the U.S.-funded biolabs was the testing of 400 and 4000 Ukrainian soldiers, respectively, for antibodies to Crimea-Congo fever and regional hantaviruses, and a search for anthrax spores in soil at livestock graves.

On March 7, 2022, the Russian military claimed to have identified 30 sites where pathogenic research under the direction of the U.S. Defense Department had been occurring on the territory of Ukraine. The Russian Ministry of Defense stated, "The Ukrainian biological laboratories in Lvov were conducting work with infectious agents of plague, anthrax, and brucellosis, while the labs in Kharkov and Poltava were working with infectious agents of diphtheria, salmonellosis, and dysentery…The government in Kiev had sent to the Walter Reed Army Institute of Research in the United States thousands of patients’ serum samples, primarily from patients of “Slavic ethnicity”, under the pretext of testing COVID-19 treatment methods”.[19]

Biden and his foreign policy team—National Security Adviser Jake Sullivan, Secretary of State Tony Blinken, and Victoria Nuland had been vocal and consistent in their hostility to the two pipelines, which ran side by side for 750 miles under the Baltic Sea from two different ports in northeastern Russia near the Estonian border, passing close to the Danish island of Bornholm before ending in northern Germany.

Many Germans saw Nord Stream 1 as part of the deliverance of former Chancellor Willy Brandt’s famed Ostpolitik, which would enable postwar Germany to rehabilitate itself and other European nations destroyed in World War II by, among other initiatives, utilizing cheap Russian gas to fuel a prosperous Western European market and trading economy.

Biden authorized Jake Sullivan to bring together an interagency group to come up with a plan.

In December of 2021, two months before the first Russian tanks rolled into Ukraine, Sullivan convened a meeting of a newly formed task force—men and women from the Joint Chiefs of Staff, the CIA, and the State and Treasury Departments—and asked for recommendations about how to respond to Putin’s impending invasion.

Over the next several meetings, the participants debated options for an attack. The Navy proposed using a newly commissioned submarine to assault the pipeline directly. The Air Force discussed dropping bombs with delayed fuses that could be set off remotely. The CIA argued that whatever was done, it would have to be covert. Everyone involved understood the stakes. “This is not kiddie stuff,” according to a source directly familiar with the matter said. If the attack were traceable to the United States, “It’s an act of war.”

Throughout “all of this scheming,” the source said, “some working guys in the CIA and the State Department were saying, ‘Don’t do this. It’s stupid and will be a political nightmare if it comes out.’”

Nevertheless, in early 2022, the CIA working group reported back to Sullivan’s interagency group: “We have a way to blow up the pipelines.”

What came next was stunning. On February 7, 2022 less than three weeks before the seemingly inevitable Russian invasion of Ukraine, Biden met in his White House office with German Chancellor Olaf Scholz, who, after some wobbling, was now firmly on the American team. At the press briefing that followed, Biden defiantly said, “If Russia invades . . . there will be no longer a Nord Stream 2. We will bring an end to it.”

Twenty days earlier, Nuland had delivered essentially the same message at a State Department briefing, with little press coverage. “I want to be very clear to you today,” she said in response to a question. “If Russia invades Ukraine, one way or another Nord Stream 2 will not move forward.”

Several of those involved in planning the pipeline mission were dismayed by what they viewed as indirect references to the attack.

“It was like putting an atomic bomb on the ground in Tokyo and telling the Japanese that we are going to detonate it. The plan was for the options to be executed post invasion and not advertised publicly. Biden simply didn’t get it or ignored it.”

Biden’s and Nuland’s indiscretion, if that is what it was, might have frustrated some of the planners. But it also created an opportunity. According to the source, some of the senior officials of the CIA determined that blowing up the pipeline “no longer could be considered a covert option because the President just announced that we knew how to do it.”

The plan to blow up Nord Stream 1 and 2 was suddenly downgraded from a covert operation requiring that Congress be informed to one that was deemed as a highly classified intelligence operation with U.S. military support. Under the law, the source explained, “There was no longer a legal requirement to report the operation to Congress. All they had to do now is just do it—but it still had to be secret. The Russians have superlative surveillance of the Baltic Sea.”

The Agency working group members had no direct contact with the White House, and were eager to find out if Biden meant what he’d said—that is, if the mission was now a go. The source recalled, “Bill Burns comes back and says, ‘Do it.’”

On September 26, 2022, a NATO P8 surveillance plane made a seemingly routine flight and dropped a sonar buoy. The signal spread underwater, initially to Nord Stream 2 and then on to Nord Stream 1. A few hours later, the high-powered C4 explosives were triggered and three of the four pipelines were put out of commission. Within a few minutes, pools of methane gas that remained in the shuttered pipelines could be seen spreading on the water’s surface and the world learned that something irreversible had taken place.

The regime change cookie monster reportedly recommends overthrowing another Ukrainian president.

Asked at a press conference days later about the consequences of the worsening energy crisis in Western Europe, Blinken described the moment as a potentially good one:

“It’s a tremendous opportunity to once and for all remove the dependence on Russian energy and thus to take away from Vladimir Putin the weaponization of energy as a means of advancing his imperial designs. That’s very significant and that offers tremendous strategic opportunity for the years to come, but meanwhile we’re determined to do everything we possibly can to make sure the consequences of all of this are not borne by citizens in our countries or, for that matter, around the world.”

Nuland expressed satisfaction at the demise of the newest of the pipelines while testifying at a Senate Foreign Relations Committee hearing in January 2023.

Niger

In early August 2023, Nuland travelled to Niger to threaten the interim government with destabilization and color revolution.[20] Nuland was denied a meeting with interim President General Tchiani or access to the deposed puppet, Bazoum Mohamed, now under house arrest.[21]

Plot to depose Zelensky

In a letter to Libyan slave trader Samantha Power dated February 2023, Biden Pentagon operative Colin Kahl agreed with removing Ukrainian dictator Volodymyr Zelensky and replacing him with Kyiv mayor Vitali Klitschko. The recommendation reportedly came from Nuland. The leaked document came from the Pentagon as part of so-called Discord leaks or Teixeira documents.[22]

Nuland became special envoy for Conventional Armed Forces in Europe and then became State Department spokesperson in summer 2011.[23] Sometime in the latter half of 2014, Christopher Steele, author of the infamous Steele dossier at the center of the Trump-Russia hoax, began to informally provide reports he had prepared for a private client to the State Department. One of the recipients of the reports was Nuland.[24]

Nuland was involved in crafting the bogus talking points in the cover up of the Benghazi massacre, although the extent of her involvement was not fully revealed to Congressional investigators. Questions did come up in May 2013 when Nuland was nominated to serve as Assistant Secretary of State for European and Eurasian Affairs, covering former Soviet satellite Republics and the Russian Federation. She was sworn in to fill the office in September 2013.

Benghazi massacre

Amb. Stevens was specifically in Benghazi to oversee and facilitate transfer of captured weapons from the Gadaffi regime to groups in Syria which ultimately became the Islamic State. Few people had knowledge of this program beyond Stevens, Clinton, and Obama. Once the mission was completed, Stevens was expendable.[25]

Nuland was involved in misleading the American people about the Benghazi massacre terrorist attack on September 11, 2012, two months before the 2012 presidential election. Glenn Kessler of the Washington Post reported:[26]

Let’s look at the version as of 5:09 p.m. on Sept 14, a Friday, and see the red flags for State:
  • The talking points refer to a “direct assault against the U.S. consulate.”
  • The CIA says it “warned of social media reports calling for a demonstration in front of the Embassy and that jihadists were threatening to break into the Embassy.”
  • The CIA says it “has produced numerous pieces on the threat of extremists in Benghazi and eastern Libya.” It cites “at least five other attacks” against foreign interests and says it “cannot rule out the individuals had previously surveilled [sic] the U.S. facilities.”

The clear implication is that State screwed up, even though internally, it was known that this was a CIA operation. State Department spokeswoman Victoria Nuland especially objects to the reference to previous warnings, saying it “could be abused by members [of Congress] to beat up the State Department for not paying attention to warnings.” Moreover, Nuland had been constrained from saying much about the attack at her daily press briefings, so she was unsure why the agency would suddenly give so much information to members of Congress.

Arms smuggling to ISIS

Gen. Michael Flynn as Director of the Defense Intelligence Agency (DIA) oversaw an analysis in 2012 that foresaw the Obama administration's support for Syrian and foreign jihadis would create “a declared or undeclared Salafist principality in eastern Syria," the group that in June 2014 declared itself the Islamic State Caliphate.[28]

The partially declassified report[29] embarrassed the advocates for an escalation of the war in Syria and the ouster of secular President Bashar al-Assad. Flynn went further in a 2015 interview when he said the intelligence was “very clear” that the Obama administration made a “willful decision” to back the jihadists in league with Middle East allies, a choice that looked particularly stupid when Islamic State militants started beheading American hostages and capturing cities in Iraq.[30]

Maidan coup

Key neoconservatives, such as Victoria Nuland and Sen. John McCain, began pushing for the violent coup that in February 2014 ousted Ukraine’s elected President Viktor Yanukovych and touched off the new Cold War with Russia. Senior U.S. government officials reportedly told the leaders of the Svoboda party that the deaths of a few protestors would not be enough to change Western support, but the Yanukovych government would only change if the number of victims was greater than one hundred.[31]

Svoboda party was the most significant and popular neo-fascist organization that took part in the 2014 Maidan coup. Svoboda reported that between 2,000 and 5,000 out of some 15,000 party members during this time were permanently present on the Maidan. Videos and livestreams of protests often showed that there were large numbers of Svoboda flags representing a significant proportion of the flags in many protest actions. Per Anders wrote in 2014:

While Yushchenko's successor Viktor Yanukovych has revoked the hero status of Bandera and Shukhevych and largely put an end to the state cult of the ultra-nationalists, in Western Ukraine, apologetics for the Waffen-SS Galizien is entering the mainstream. On April 28, 2011, the 68th anniversary of the establishment of Waffen-SS Galizien, neo-fascist 'autonomous nationalists,' together with the far-right Svoboda Party, which dominates the L'viv city government organized a march through the city. Led by Svoboda ideologue Iurii Mykhal'chyshyn of the L'viv city council, the nearly 700 participants (2,000 according to the organizers), carrying banners with neo-Nazi symbols marched down the streets of L'viv, shouting slogans like 'Halychyna—division of heroes!,' and 'One race, one nation, one Fatherland!' Svoboda, which dominates the L'viv city council, decorated the city with billboards with the symbol of the unit, accompanied by the texts 'the treasure of the nation' and 'they defended Ukraine'.

Amid these heightened tensions, the mainstream media in the United States and Europe joined in the full-scale Russia/Putin-bashing, holding Russia at fault for everything. A new McCarthyism emerged, deeming anyone who dared disagree a “Moscow surrogate” or a “Russian propagandist.” The ugliness penetrated into the 2016 presidential election campaign as Hillary Clinton took a belligerent line toward Russia while Donald Trump broke with the Republican establishment and called for improved ties between Washington, D.C. and Moscow. After Trump's victory the anti-Russian hysteria gained added strength as Democrats were so angry that liberal and progressive operatives saw a chance to build a movement and raise lots of money by pushing the Trump-Russia accusations. This opportunism turned much of the liberal/progressive community into a new pro-Cold War constituency, willing to engage in a new breed of McCarthyism, by demanding investigations into any relations between Americans and Russians.[34]

On April 16, 2014 Forbes reported Obama CIA Dir. John Brennan's visited the new undemocratically elected Obama administration-backed regime in Kyiv.[35] Two weeks later on May 2, 2014 Ukrainian nationalists murdered at least 42 Russians, most burnt alive in the Odessa Trades Union Building.[36]

According to eyewitnesses, the Maidan fascists outnumbered the anti-Kyiv protesters 10 to 1. First the Maidan activists burnt down the tents of anti-Kiev regime protesters outside the building. The anti-Kiev protesters retreated into the building and tried to blockade the door. A group of Maidan girls filled up Molotov cocktails.[37] The Maidan protesters began throwing Molotov cocktails. Soon the building was engulfed in flames. A Maidan activist was shooting at people trying to escape from the windows.[38] The Maidan fascist crowd began cheering as they set the building ablaze and beat those who tried to escape. A fire station less than a kilometer away couldn't respond. The Maidan activists blocked the lone fire truck and wouldn't let the firefighters operate.

Some eyewitnesses claim the real number is over a hundred. The bodies were removed and buried in secret. Survivors of the fire inside the building were executed with bullets to the head. Some were beaten to death with clubs when they jumped from windows of the burning building. A pregnant woman was strangled.[39] The Western-backed Kyiv regime covered up the atrocities, most victims being ethnic Russian citizens of Ukraine.

Vladimir Suchan reported on Facebook:[40]

"After massive 1 May antifascist demonstration, the Right Sector and the Ukrainian National Socialist Organization and not just "soccer fans") converged on the city. There are numerous videos showing the Odessa junta police and the fascist paramilitaries consulting with each other and the authorities in Kiev their joint actions.

On several videos, the police and the fascist mob can be seen as working closely together--militants shooting from behind the police, the police letting them pass, etc. In the morning hours, the fascist "pro-unity" marches congregated in several central streets of Odessa, thus drawing there antifascist protesters.

It is evident that this early phase was well planned as a diversionary tactic for the main target was the Kulikovo field with the Labor Union building which was the center of nearly all antifascist manifestations in Odessa. It is also there where antifascist patriots set up their makeshift tent city. The junta felt that this needed to be cleared and that, at the same time, the protesters must be taught a harsh lesson which would break the spirit of this "hero city," a title Odessa gained with several other select cities in the Great Patriotic War.

The diversion worked, and many of the young antifascist activists remained in downtown. In well synchronized and organized columns, the fascist paramilitaries then quickly regrouped and moved against their principal target--the antifascist tent city on the Kulikovo field accompanied by units of the Odessa police. Because of the successful diversion, most of the people on the Kulikovo field were middle-age and older people with many women among them. As soon as they arrived there, the militants not only started burning and destroying the tents, but they also started killing the people. They did in such a way that, for most people, the only exit left was into the Labor Union building. That was a trap. Once they got the people inside, the fascists started throwing Molotov cocktails and shooting. However, as can be seen on the photos and videos, the fire was mainly at the main entrance and in few several rooms elsewhere. Only a smaller number of victims showed signs of being completely burned. Many of the victims died of suffocation or strangling or their upper bodies or faces were burned. Many of the victims were shot into the heads. Many were beaten to death.

This means that most of the victims were hunted and killed one by one inside the building. This killing spree given the size of the building apparently lasted over several hours and as going on even when the much delayed and very feeble response of the fire department was detected.

All this time, the Odessa police stood by and some of the police with ties to the Right Sector reportedly assisted the fascists by shooting into the people who were climbing on the windows. After several hours, the police then acted and detained ... guess who ... some 60-80 antifascist survivors who then, without food or water, were kept for many hours in the police department, and charged with multiple crimes, including murder.

The one main thing, which the police was interested most, was trying to find at least one "Russian" in the group. Alas, this did not succeed. All the victims and now detainees were Odessites (unlike may of the fascist militants). An angry crowd later that day forced their release .... which profoundly upset the Right Sector murderers. An Odessite grandmother was memorably recorded "beating" with lilacs (who used to symbolize Victory Day--lilacs blossom in May) Odessa policemen who were blocking on Saturday the Labor Union building with the corpses (most likely well over 100) still there.

Only when it was dark, the Right Sector crawled back and came back to the scene of their crime singing and shouting "glory" to themselves. Evidently, the corpses were removed soon after--during the night for today, as various videos show, people started to roam the devastated building still shocked, distraught, and upset. As expected and true to its character, the junta first blamed the victims. They allegedly caused the fire themselves and burned themselves by throwing Molotov cocktails on the peaceful pro-junta protesters. A later modified line, repeated by Western media, was that what happened was a "tragedy," but one without a perpetrator. The one problem identified was some sort of further unspecified failing on the part of the local police. The head of the police was replaced .... with an even more over Right Sector hand.

Following a cue from Catherine Ashton, Yatsenyuk, the junta's PM, then issued a call (to an unspecified addressee) for an "independent investigation." The same assembly of fascist murderous thugs was planning to hit in a similar way Kharkov. The massive outrage and mobilization appears to have stopped this or at least delayed for now.[41]

The Kiev regime took over the investigation and reported 46 dead in the building. However, Voice of Russia reported, "The interim Ukrainian authorities are hiding from the public the true death toll in Friday's tragedy in the House of Trade Unions in Odessa, which actually claimed 116 lives, a member of the Odessa regional council told RIA Novosti Monday. "According to our data, there were 116 people killed in the House of Trade Unions in Odessa. Killed, not just "dead". "We don't use the word "burned" or "suffocated", because autopsies are not being performed, since the people have bullet wounds to the head," Vadim Savenko said.[42]

Luc Michel cites Oleg Tsarev: "We believe that in the House of Unions there are more than 100 corpses. The police let nobody in so that the corpses are not counted. We know exactly there are there minor children. We are sure that those in power will do everything possible to conceal the traces of this horrible crime. We want to conduct an investigation and prosecute those responsible for this crime, he told RIA Novosti."[43]

On July 31, 2014 Democratic Sen. Mark Udall called for CIA Director Brennan's resignation.[44]

On September 18, 2015 the United Nation's Office of the High Commissioner on Human Rights condemned the cover-up of the mass murder of 48 Ukrainians at the Odessa Trade Unions Building.[45]

Biden fires Ukrainian prosecutor

Biden at the Council on Foreign Relations: "‘I’m leaving in six hours. If the prosecutor is not fired, you’re not getting the money'...Well, [SOB], he got fired."[46]

On November 15, 2019 The Epoch Times reported, Nuland Hatched Plan for Biden to Force Firing of Top Ukrainian Prosecutor.[47] Victoria Nuland, who was involved in events connected to the surveillance of the Trump 2016 presidential campaign was directly involved in concocting a plan to have Vice President Joe Biden force the firing of the top prosecutor in Ukraine, by threatening to withhold $1 billion in U.S. loan guarantees, according to the impeachment inquiry testimony of George Kent, a senior State Department official.

Nuland worked with U.S. Ambassador to Ukraine Geoffrey Pyatt in late 2015 to create a plan to force the firing of Ukrainian Prosecutor General Viktor Shokin, according to George Kent.

Nuland was also among a network of Obama administration officials involved in the distribution and recirculation of the infamous Steele dossier, the document used by the FBI to secure a maximally intrusive spy warrant to surveil a Trump-campaign associate.

“My understanding is that the conversations that were near-daily between Ambassador Pyatt and Toria Nuland regarding what to do on the way forward then included pitching the office of the Vice President to push President Poroshenko to remove Shokin.”

The Obama administration tried to convince the American people through US intelligence agencies and the mainstream media that Vladimir Putin had colluded with the Trump campaign to elect Donald Trump, using the Steele dossier as evidence. The falsified document was bought and paid for by the Hillary Clinton campaign and the Democratic National Committee.

Kent told lawmakers on October 15, 2019. Biden carried out Nuland’s plan during a visit to Ukraine in December 2015 and has since bragged, on at least two occasions, about forcing Shokin’s firing by threatening to cut off the loan guarantees. At the time Biden exerted pressure on Ukraine, Shokin was investigating Burisma, the Ukrainian gas giant that was paying Biden’s son Hunter Biden to serve on its board of directors. Poroshenko asked for Shokin’s resignation two months after Biden’s overture.[49]

Nuland told CBS that she received a copy of the Steele dossier in July 2016 and forwarded it to the FBI. She has argued that she did right to forward the dossier to the bureau, but in doing so she helped launder Steele’s allegations by adding credibility to the unverified document in acting as a highly-placed conduit. Between Sept. 26, 2016, and Dec. 10, 2016, Nuland received Russia-related information from Steele via State Department official Jonathan Winer. During these three months, the FBI obtained the secret court warrant to surveil Trump campaign associate Carter Page. In December 2016, Nuland received a briefing about the Steele dossier from David Kramer, a longtime associate of late Sen. John McCain (R-Ariz.). McCain specifically directed Kramer to brief Nuland about the dossier. The extent of Kramer’s outreach lay bare a coordinated plan to widely disseminate the dossier among highly placed officials, lawmakers, and the media. In addition to briefing Nuland, Kramer briefed 17 members of the media, Senior Director for Russian Affairs at the National Security Council Celeste Wallander, Rep. Adam Kinzinger (R-Ill.), and House Speaker Paul Ryan’s chief of staff, Jonathan Burks.

Nuland’s ties to Steele aren’t limited to 2016. Starting as early as June 2014, she received, via Winer, dozens of Steele’s reports on Russia and Ukraine. Notably, she forwarded three of Steele’s reports to Pyatt in November 2015, around the time the pair were planning to force Shokin’s firing.

According to his testimony, George Kent was already aware that Hunter Biden was on Burisma’s board at the time Nuland and Pyatt planned to oust Shokin. Kent learned of Biden’s involvement in the company in early 2015 and became concerned about the appearance of a conflict of interest. In February 2015, Kent raised the issue with Joe Biden’s office. “The message that I recall hearing back was that the vice president’s son Beau was dying of cancer and that there was no further bandwidth to deal with family related issues at that time,” Kent told lawmakers on Oct. 15, 2019.

George Kent learned of Hunter Biden’s position with Burisma shortly after Kent pressed an official at the Ukrainian prosecutor general’s office about the sudden closing in late December 2014 of an investigation of Burisma owner Mykola Zlochevsky. Kent learned that an official at the office received a $7 million bribe in May 2014 to shutter the Hunter Biden probe. Kent said in his public testimony in the impeachment inquiry on November 14, 2019:

I and other U.S. officials consistently advocated re-instituting a scuttled investigation of Zlochevsky, Burisma’s founder, as well as holding the corrupt prosecutors who closed the case to account.”

George W. Bush administration

Nuland served as the principal deputy foreign policy adviser to Vice President Dick Cheney and beginning in 2005 served as U.S. ambassador to NATO.

Clinton administration

During the Clinton administration, Nuland was chief of staff to Deputy Secretary of State Strobe Talbott before moving on to serve as deputy director for former Soviet Union affairs.

Why the High Priestess of the Security State Transcends Partisan Politics

Countless politicians in America today have experienced meteoric ascensions to the upper echelons of government for no real, discernible reason. It seems as though the requirements for becoming a deep state pawn are minimal beyond the prospective candidate's willingness to forsake their constituents to appease an international ruling class.

In this article, we are going to take a good, hard look at Neocon warhawk Victoria Nuland, somebody who’s managed to maintain substantial power regardless of which political party is in control of American politics. Her career serves to remind us that there is a class of deep-state assets that exist beyond the confines of party affiliation and that these consequential individuals who fly under the radar are often far more dangerous than the ones who receive constant partisan criticism.

We are told that we, the people, have control over our government through the sacred act of voting, a practice that should be utilized to hold individuals in our government accountable. If the actions of a public servant are undesirable, if they are either incompetent or have succumbed to corruption, we should take solace in having the ability to remove them from office with our vote.

However, it always seems as though the choices inevitably boil down to the old George Carlin adage, "Do you want the puppet on the left, or the puppet on the right?"

Contrarily, we are also told, or rather sold, that bipartisanship is a thing of the past and that, sadly, in modern times, the two parties are so radically opposed ideologically that no compromise can ever be had—only a constant gridlock keeping anything from changing and any real conversation from being had.

This purported “status quo” is an important thing to remember as we go on.

Another important political bill of goods to consider while reading this post is the idea that the abuses and excesses of the Bush-era "War on Terror" have, according to the liberal media, been acknowledged, assimilated, and will never again be allowed to happen.

We could list countless reasons why these two propositions in bold print above are false, but there is one single shining example we can point to to demonstrate the inaccuracy of those claims: the career of Victoria Nuland.

The Queen of Regime Change

Victoria Nuland has been described by author and journalist Glenn Greenwald as:

“the living, breathing embodiment of everything that is rotted, deceitful and destructive — not in one of the two political parties, but in the DC ruling class.”

Nuland was recently promoted by Joe Biden to the position of “Deputy Secretary of State”, which is the second highest ranking in the State Department behind Anthony Blinken, whose position she may well take if Biden is reelected. (#)

Her recent exploits include a highly embarrassing trip to Niger, where she demanded that Mohamed Bazoum, the prior president who existed under the thumb of the CIA, be reinstated by the same military junta that just removed him in a coup. (#) She also took the opportunity to threaten the armed forces new Chief of Staff, General Moussa Salaou Barmou, with economic consequences should they not reinstate the puppet president.

Her justification for this trip and the various threats made was that the U.S. "stands opposed to coups", and maintains a "resolute commitment to supporting democracy and constitutional order", which is quite rich coming from Nuland, the literal queen of regime change.

Suffice to say her argument was laughed at in Niger’s capital, where the junta unflinchingly rejected Nuland’s demands, including her request to meet with former President Bazoum, who is currently on house arrest.

Of course, the laughter wasn’t only coming from Niger; Nuland’s attempt to feign anger over coups or "attacks on democracy" had the whole world in stitches. After all, this is the same Victoria Nuland who was caught on a recorded and leaked telephone call in 2014 plotting to install a "pro U.S." leader as the next president of Ukraine once the leader who was in power—that is, the democratically elected leader Viktor Yanukovych, whom the deep state disliked—was removed from power.

In the end, the U.S. supported the color revolution that inevitably led to Yanukovych’s ouster. This is something that half of the country is still bitter about, which is likely why recently-polled Ukrainians are so skeptical of NATO and the West. (#)

Her valiant attempt to "save Niger’s democracy" came in the very same week that a U.S. State Department cable emerged proving that State Department officials threatened the Pakistani military with various punishments if it did not remove the country’s democratically-elected populist Prime Minister Imran Kahn. (#) The tale of Imran Kahn is juicy enough to merit its own SubStack post, but I’ll keep the details relevant to the topic at hand.

In a nutshell, the U.S. security state or "military-industrial complex" that Nuland seems to represent was furious over Kahn's announcement of his neutrality on the war in Ukraine and wanted him gone.

AUTHORS NOTE: Everything happening in the world presently comes back to Ukraine, because what that war truly represents is a growing conflict between the Western hegemon [U.S., U.N., NATO, etc] and the BRICS nations, who are offering the world an alternative to western dominance. Within weeks, Kahn would indeed be removed from power. He has been charged and convicted on dubious corruption charges, has been imprisoned, and despite being Pakistan’s most popular politician, he is now banned from running for any political office for a number of years. (#)

It is not a stretch to suggest that they (the political establishment that Nuland represents) are using the very same strategy here against Donald Trump.

So in essence, when Victoria Nuland dramatically feigns outrage on the world stage over other coups and "attacks on democracy," she’s doing so with a domestic audience in mind, particularly the corporate media and their captive viewership, because she knows full well that the rest of the world isn’t buying what she’s selling.

A Career That Transcends Political Affiliation

Victoria Nuland is the purest definition of an establishment diplomat.

Whether you are a fan or not, there is no denying that she is a very powerful and influential force in Washington, and yet, she receives far less journalistic scrutiny than she merits.

Her Wikipedia intro reads as follows:

[Nuland] is an American diplomat currently serving as Acting Deputy Secretary of State. Nuland, a former member of the Foreign Service, served as the assistant secretary of state for European and Eurasian affairs at the United States Department of State from 2013 to 2017 and U.S. permanent representative to NATO from 2005 to 2008.[3][4] She held the rank of career ambassador, the highest diplomatic rank in the U.S. Foreign Service.[5] She is the former CEO of the Center for a New American Security (CNAS), serving from January 2018 until early 2019, and is also the Brady-Johnson distinguished practitioner in grand strategy at Yale University, and a member of the board of the National Endowment for Democracy. She served as a nonresident fellow in the foreign policy program at the Brookings Institution[6] and senior counselor at the Albright Stonebridge Group.[7] Since July 2023 Nuland has served as acting deputy secretary of state following the retirement of Wendy Sherman.[8]

One could spend hours picking apart just this intro alone, making the case that Nuland’s career has all the hallmarks of a cabal lackey who has ascended to her lofty station through the hidden paths to power. The Ivy League education (especially Yale), the affiliation with the nefarious Brookings Institute, and a job title as Permanent Representative to NATO—you don’t walk this path without being coopted and groomed by the powers that be, particularly the powers behind the Military-Industrial-Congressional Complex (MICC).

Victoria Nuland’s entry into American politics occurred during the Clinton Administration, where she first served as chief of staff to deputy secretary of state (and fellow Yale-ee) Strobe Talbott before moving on to serve as "deputy director for former Soviet Union affairs", putting her in charge of U.S. policy toward Russia.

In the Bush Jr. (Yale) Administration, she would become the top advisor to deep politician Dick Cheney (Yale), who also enjoyed intimately close ties to the MICC. Nuland guided Cheney to advocate for and implement the invasion of Iraq and was instrumental in turning NATO into what it is today.

Her focus returned to Russia during the Obama administration under Hillary Clinton’s State Department and eventually shifted to running Ukraine under John Kerry (Yale).

Nuland did enjoy her first break from warmongering during the administration of Donald Trump, who essentially defanged her in a sense, at least temporarily. But, lo and behold, she is back in action under the Biden administration, working on Ukraine and stoking tensions with Russia, as has been her MO for many years.

With just a cursory glance, it’s obvious that she is just as fanatical about this war in Ukraine as anyone in Washington, and if we dig a little deeper, we see that she is actually part of the reason that this crisis even exists in the first place. So the chances that she will suddenly become dovish on the issue are slim to none.

Another marvel that she has accomplished is maintaining bipartisan relevance despite being a neocon extremist in a political era billed as having moved past the hawkishness of Bush-era endless-war policies. She remains steadfastly devoted to the policies that caused excessive devastation in the Middle East, advocating endless wars and effecting regime change in the name of "democracy." Yet her reputation and influence in DC endure despite the posturing from the liberal establishment that neoconservative thought was now disgraced and relegated to the junk heap of history.

Remember, Nuland played a key role in the policies that modern Washington and the corporate media supposedly regard as the most strategically misguided and morally unjust of any policy in the last 30 years, and that is the U.S. invasion of Iraq. She wasn’t simply a complicit member of the Bush Administration; she was glued to the hip of Dick Cheney and was his key advisor, specifically when it came to the Iraq war.

So to recap, you can vote for whatever political party you want, and Victoria Nuland will likely still be in power, with the exception of anti-establishment types like Donald Trump and perhaps RFK Jr., who has repeatedly and relentlessly hammered on U.S. involvement in Ukraine.

Reinvigorating NATO

NATO, or the North Atlantic Treaty Organization, was formed in the wake of the Second World War to create a "collective security system" where its independent member states agreed to defend each other against attacks by third parties. During the Cold War, NATO operated as a check on the threat posed by the Soviet Union.

But in the late nineties leading into the new millennium, a lot of Europeans were suggesting that NATO didn’t really have viability anymore given that, for decades, the whole purpose of that organization was to defend against a country that no longer existed. Most of you will recall that this is exactly what Donald Trump said in 2016, which is one of many reasons the U.S. Security State became so hostile towards him.

While Nuland was working as an advisor to Dick Cheney, she was also ambassador to NATO for the Bush Administration. At the time, NATO was being pushed by the hawks in Washington as the key to American power into the future.

Even back then, there was considerable talk about expanding NATO right up to the Russian border, which would include Ukraine. It was at this time that the current CIA director, Bill Burns, wrote a letter to Condoleezza Rice, who was very much in favor of a hawkish position towards Russia, warning her that beyond Vladimir Putin, everybody in Russia, including the liberal opposition, saw expansion into Ukraine as a red line. He also warned, prophetically, that if they pursued this course, there would almost certainly be war in the Donbas and Crimea. (#)

The political class in Washington knew full well that this expansion would provoke the very war we are now witnessing in Eastern Europe, yet they followed this course anyway. What we see today is all part of a chain of events that were initiated by the Bush-era NATO push.

In 2005, Radio Free Europe ran a piece signaling that NATO would be the MICC’s key to keeping the war machine humming along into the future.

A better-equipped, better-funded, and more flexible NATO is one of the central foreign policy goals of U.S. President George W. Bush during his second term.

In the words of the new U.S. ambassador at NATO, Victoria Nuland, the U.S. wants the alliance “retooled for the 21st century.”

The United States has in recent months indicated it wants the NATO’s next summit to discuss transforming the alliance…

…She said the United States has already begun talks with allies on how it would like to see NATO change. She said a key U.S. wish is to turn NATO into the world’s “multilateral security trainer of first resort.”

“We think NATO has huge untapped potential as a security trainer," Nuland said. "The United States [and] many other allies are committing a lot of resources nationally to meet the training needs of lots of our partners. The U.S. and France, for example, now are working with Lebanon to strengthen its security services. We believe that NATO can do more of this collectively, as we have started to do in our training center at Rustamiya for Iraqis. How much better is it to train others to manage their own security than to have to send troops in a crisis?”

Perhaps the most important takeaway from this article came when Nuland proclaimed:

"If the divisive debate over Iraq taught us one thing, it is that NATO must be the place where we talk about all the issues affecting our future -- the Middle East, Iraq, North Korea, China, Iran, just to name a few."

To add context here, you might recall that at the time, U.S. neoconservatives were fuming over the difficulties of getting the invasion of Iraq approved by the UN or the UN Security Council. Of course, China and Russia weren’t going along with the narrative, and in fact, France and Germany were adamantly opposed to the invasion as well.

So Victoria Nuland, in all of her benevolent bipartisan wisdom, essentially proclaimed that they (the MICC) have to leave the antiquated UN behind and use NATO as the vehicle to initiate the wars they want to fight, bypassing the rules that have been in place for decades that kept the Security State in some kind of check.

NATO was used to bypass the UN Security Council, which might have otherwise kept millions of casualties from happening on both sides of the various endless wars in the Middle East. In this light, you could say that Victoria Nuland is responsible for more death and devastation than Osama Bin Laden, Saddam Hussein, and Vladimir Putin combined.

Beyond the Bush era warmongering, we saw Nuland using NATO in the Obama administration to go after Muammar Gaddafi in Libya.

Nuland was working for none other than Hillary Clinton when it came time to enact the regime change war in Libya. Hillary Clinton and fellow deep state operative Samantha Power took the lead in advocating for this war, and they did it through NATO, because of course it would have been nigh impossible to get the UN to agree to a completely unprovoked war in Libya.

How do Neocons like Nuland Remain Relevant?

Victoria Nuland, or “toria” as she is referred to by her fellow deep state operatives on either side of the political aisle, has long been surrounded by powerful individuals and evocative communicators.

Her father, Sherwin B. Nuland, was an American surgeon and writer who taught bioethics, history of medicine, and medicine at the Yale School of Medicine; so from birth, she was around prestigious Ivy League types.

Her spouse is “neoconservative scholar” Robert Kagan (another Yale graduate). Kagan is co-founder with William Kristol (a schmendrick who deserves his own spotlight) of the Project for the New American Century (PNAC) a neo-conservative think tank with strong ties to the American Enterprise Institute. PNAC's policy document, "Rebuilding America's Defenses", openly advocates total global military domination.

Many PNAC members held highest-level positions in the George W. Bush administration. All Yale boys together.

Kagan was also one of the foremost boosters for the war in Iraq and, like his wife, is no stranger to ruffling European feathers. In the early 2000s, he penned an essay regarding what he called a “growing split” between the U.S. and Europe on foreign policy. The context you might be missing here is that France and Germany were clear from day 1 that the Iraq invasion would be a disaster; that it would create instability in the region, it would strengthen Iran, and it would create a power vacuum that inevitably led to the formation of ISIS. Unfortunately for France and Germany, all of these outcomes, as bad as they sound, were exactly what the neocons were hoping for. (#)

Both Robert Kagan and William Kristol have just as much blood on their hands as Nuland does. Their brainchild, Project for the New American Century , was the think tank in the mid-nineties that essentially laid the groundwork for the brand of neoconservatism that has haunted the globe for the last few decades. PNAC pressured then-President Bill Clinton relentlessly to adopt a more aggressive posture in Iraq; these men all but salivated over the thought of war with Iraq and Iran, and would plant the seeds well before 9/11 gave them the excuse they so desperately wanted.

It’s all very comparable to January 6th, if you think about it.

The liberal establishment had wanted to usher in a domestic war on MAGA Republicans well before J6—they just needed an excuse to do it. There are only so many plays in the deep state playbook; they just reuse them constantly.

In closing I’d like to address how these hawkish deep state assets stay relevant after Obama and the progressives saved America from bad bush-era neoconservatives.

There is an unholy matrimony that perhaps has always existed behind the scenes, but has become much more observable in the last half decade, and that is the marriage between the establishment left and the aforementioned neoconservatives. The war in Ukraine and the bipartisan support for our continued involvement in it is a shining example of what I’m talking about, but there was something else that drove these unlikely bedfellows together: their shared hatred of Donald John Trump.

We’re supposed to think that the Neocons have all gone off into the sunset, with heads hung in shame, but they remain just as powerful as ever and they enjoy public approval as a result of their anti-Trump rhetoric. The hate propaganda deployed against Trump was so powerful that liberals now sympathize with the very same war hawks they once loathed.

It is truly remarkable.

The neocons have good reason to hate Trump, he ran on a platform that condemned the endless war policies of previous administrations. Trumps administration marks the only time in history when these forces weren’t in power.

The positive spin to all of this is that as time goes on the public is becoming more aware, and pundits are finding ways to bridge the divide between anti-establishment or MAGA conservatives, and those people on the left who still remember the post 9/11 world.

The unabashed corruption that takes place between establishment politicians on both sides of the aisle has never been more obvious, and Victoria Nuland’s career serves as a way we can find at least SOME common ground with disillusioned liberals.
